Additional BCS Information

BCS Victoria is a local business and subsidiary of Australia’s largest Owners Corporation management company, the PICA Group which was founded more than 70 years ago.  BCS offers more than 40 years’ experience in property services and Owners Corporation management. We look forward to creating a long-term partnership with Aurora Melbourne Central and to build a vibrant and safe community for those living within. Working with Aurora’s key stakeholders, BCS will develop a strategy and plan to enable Aurora to address the outstanding legal matters, building defects, facilities management, maintenance, communication, and succession planning and education for owners and future Committees whilst focusing on creating harmony and enhancing the community living within it.

Communication

BCS delivers a high standard of customer service, as laid out in our customer service charter. At BCS, Aurora and its community will receive a proactive, flexible, and tailored service to meet the property’s requirements. As our customer, you can expect the following: timely acknowledgement of correspondence, voicemails, and emails. Emergencies, such as those which require immediate remedial action, will be responded to or actioned as a top priority. We believe regular updates and transparent communication (keeping owners informed via communiques and community meetings) will be integral to the joint success of Aurora and BCS.  

Financial Management 

At BCS we manage the collection, accounting, expenditure, and budgeting of funds with transparency and diligent reporting. You’ll be able to access information about your property’s finances anytime, from anywhere, through our online customer hub. It will provide your Owners Corporation community with transparency around the following:

 

Real-time financial information, including your accounts and budgets

Levy balances and payments

Documents such as contracts and meeting minutes

Contact details for your Owners Corporation manager and Committee

Administrative Management

BCS hold an unparalleled level of expertise in the management of meetings. This ensures efficient, transparent, and sound governance of important compliance processes on behalf of your Owners Corporation. We closely guide our Committees through management of difficult or contentious meetings.
 
BCS provides highly detailed agendas with summaries of the motion options available including strengths and weaknesses considerations and will also minute and record the decisions of the Owners Corporation. This serves to protect the interests of and provides fulsome and transparent communication. BCS can host both in person meetings at our office or online meetings.
 
BCS provides options to vote on ballot/meeting motions online - from a mobile device or computer, using the Strata Vote electronic platform. Lot owners are able to view, read and download ballot/meeting documents online, cast a vote for each motion and have a copy of their vote emailed for their records.

Maintenance & Compliance Management

Compliance with Owners Corporation legislation is crucial for a peaceful community living experience. BCS will work together with the building manager, external consultants, contractors and Committee to provide the Owners Corporation with procurement processes that will represent best value to the Owners Corporation for maintenance, compliance and utilities.
 
Our Community Select service will provide Aurora with a comprehensive directory of vetted contractors and service providers ensuring the contractors are fully vetted, licensed and insured, and our Community Utilities is a free initiative designed to help reduce the cost of community living across Australia.

Multi-OC management 

At BCS, we provide an informed and nuanced approach to managing properties with multiple Owners Corporations. We understand that the specific impact and relevance of the Limited Owners Corporations on the Plan of Subdivision will vary across circumstances.
 
In many instances, there will be additional/Limited Owners Corporations that effectively exist solely to separate financial liabilities such as common property commercial spaces, car park access in properties whereby not all lots own a car park and so on. In these cases, the impact upon day-to-day operations is minimal and BCS will liaise as necessary with the Committee of the Limited Owners Corporations, which primarily surrounds the setting of budget and levies.
 
Where it is practical to do so, we will encourage owners to vote for the same representatives to the Unlimited and Limited Owners Corporations Committees, for the reasons of efficiency, coordination and alignment within the decision making of the property. We will typically make a proposal to the current Committee/s towards advice at the Annual General Meeting and provide the required resolutions and delegations for both the AGM and subsequent Committee Meetings to ensure all appropriate authorities are in place for a Committee to act representing multiple Owners Corporations, with all members acting in the capacity for Unlimited and Limited, being elected on behalf of each.
 
In all cases, prior to advising or recommending a suggestion, we will undertake lengthy discussions to understand the preferred direction to proceed forward, respecting the narrative and especially with the recent history of the Owners Corporation.
